Brookings Institution invites applications for the award of one or two full-time resident fellowships for policy-oriented doctoral research for the 2013-2014 academic year. The fellowships are designed for candidates whose dissertation topics and career goals are directly related to the major interests of the Foreign Policy Program: war and peace issues; shifting power balances; global order and human security. Awards will go to individuals whose research is near completion and will benefit from access to Foreign Policy scholars and the Washington policy-making community afforded by Brooking Institution’s location in the nation’s capitol. Fellowships are supported through generous funding from the Carnegie Foundation.
The fellowship carries a stipend of $27,000, payable in installments over a nine-month period of full-time residency at Brookings. Under the Tax Reform Act of 1986, most if not all of this stipend will probably be treated as taxable income. The Institution will also provide up to $5,000 in supplementary assistance for reimbursement of expenses for research-related travel, long-distance phone calls, copying, and other essential research requirements. Brookings will also provide access to a networked desktop computer and the Institution's main server and networks, along with an individual network account. Pre-Doctoral Research Fellows are eligible to participate in the Institution's health insurance plan during the period of their appointment. Immediate family members may be included under an extended plan. Pre-Doctoral Research Fellows will be expected to pursue their research and writing at the Brookings Institution beginning in September 2013 an end date in May 2014.

Application Procedure
Candidates must be nominated by a graduate department. Sponsorship by individual faculty members cannot substitute for the formal designation of the department. Nominations must be received via email notice to foreignpolicypredocs@brookings.edu no later than February 28, 2013.
